In an April 23rd press release, the Ministry of Labour informs of the request to its inspection services to expand their on-site controls while respecting the priority of remote intervention and sanitary measures. This increase in the number of on-site inspections is intended to guarantee the health and safety of employees and to keep companies informed.

By decree No. 2020-471 of 24 April 2020, the Government provides for the resumption of many of the deadlines provided for in the Labour Code that were suspended by Order No. 2020-306 of 25 March 2020. For reasons of safety, health protection, safeguarding employment and activity, and securing labour relations and collective bargaining, the deadlines for several categories of acts, procedures and obligations set out in the annex to this decree will resume as of 26 April. These include deadlines relating to working hours, night work, electrical testing and ventilation.

By Decree No. 2020-480 of 27 April 2020, the Government extended the validity of various acts regulating maritime activities and professions in view of the situation related to the Covid-19 epidemic. In accordance with the international provisions decided by the International Maritime Organization, the International Labour Organization and the European Commission on the subject, the decree extends the various titles, certificates and attestations essential for the operation of ships and the activities of seafarers for six months after the end of the state of emergency. These include individual decisions relating to safety, security, pollution prevention, controls, social certification, medical fitness, qualification or maritime vocational training centres. However, the decree specifies that it is still possible for the competent authorities to lift the extension measure before the end of the period in order to resume the examination of applications for renewal of the authorisations, permits and approvals concerned. This decree, which also applies to decisions issued on behalf of the State in New Caledonia, French Polynesia, Wallis and Futuna and the French Southern and Antarctic Territories, enters into force on 29 April 2020.

Following a referral by the french Government, the National Agency for Food, Environmental and Occupational Health Security (ANSES) published, on April 17, 2020, a note relating to the possible risks linked to the spreading of industrial sewage sludge during the covid-19 outbreak. Noting that no data currently makes it possible to determine the amount of virus present in unhygienized sludge from industrial effluent treatment stations, the Agency announced that it was not possible for the moment to define a proportion of the volume of wastewater (which in particular contains potentially contaminated human and animal excrement) compared to the volume of industrial water below which industrial sewage sludge could be spread without prior sanitation within the meaning of the decree of 8 January 1998 laying down the technical requirements applicable to the spreading of sludge on agricultural soils. ANSES stressed, on the other hand, that the duration of sludge storage and the time spent by effluents in the station leads to a reduction in viral load, and that in any event a separation of sewage and industrial water would improve management of any contaminated effluents.
