In a press release dated 20 April 2020, the Professional Organisation for Prevention in Building and Public Works (OPPBTP) informs building and public works professionals of the launch of a mutual aid and sharing platform for companies in the sector. This platform should enable the sharing of field practices and experience feedback in particular through exchanges and conversations between professionals. Topics may concern equipment, site organisation, management of health recommendations, operational implementation, and any useful information to ensure the safety of working professionals. This platform, equipped with a search engine allowing the selection of items of interest to you, was launched on 20 April 2020 and is accessible at the following address: www.entraide-covid19.preventionbtp.fr.

By an interministerial instruction of 5 April 2020, The Ministry of Labour made amendments to an interministerial instruction of 31 March 2020 concerning the equivalence of standards to be met by certain masks requisitioned or imported by the State for health professionals in the context of the COVID-19 epidemic. The new instruction has thus completed the annexes to this former instruction establishing equivalences between European and foreign standards for FFP2 type masks. It also specified that personal protective equipment (PPE) and medical devices placed on the market under the conditions defined by the instruction are not intended to be marketed to consumers. This new interministerial instruction came into force on 7 April 2020.

In a circular dated 17 April 2020, the Ministry of Justice clarified Title I of Ordinance No. 2020-427 of 15 April 2020 on various provisions relating to time limits for dealing with the Covid-19 epidemic. In particular, this order clarified the scope and application of Ordinance No. 2020-306, which had introduced a mechanism for the postponement of various deadlines and due dates during the period of health emergency. The circular in question therefore provides details concerning the extension of deadlines during the health emergency period and enters into force on 17 April 2020. It recalls, in particular, that the time limits for declarations relating to certain chemicals and related installations, provided for in Articles L2342-8 to L2342-21 of the Defence Code, are not affected by the extensions granted by Ordinance No. 2020-306.

The adoption of Law No. 2020-473 of April 25 on Amending Finances for 2020, among other measures, gave the french Government the opportunity to ratify the systematic use of the partial activity mechanism for three categories of legal employees private: vulnerable people at risk of developing an aggravated form of covid-19, employees sharing the same domicile as these vulnerable people, as well as parents of children under the age of sixteen or of a disabled person subject to an isolation measure, eviction or home support. From May 1, 2020, and whatever the date of the start of the work stoppage, employees arrested for these reasons will be entitled to receive partial activity compensation equal to 70% of their gross salary, increased to 100% for employees paid at minimum wage. The partial activity indemnity cannot be combined with the daily social security indemnities paid under health insurance.
